The tasks that service provider will be expected to perform include any or all of the following: • Manage the implementation of projects to meet identified business needs, acquiring and using the necessary resources and Skills, within agreed parameters of cost, timescales, and quality. • Work closely with the project’s Business Manager (BM) on business justification, project definition, and Business Implementation. • Develop comprehensive project plans covering scope, schedule, budget, resources, quality, and risk management. • Guide the team in charge of project activities and review their deliverables. • Participate in functional working groups and progress meetings. • Estimate costs, timescales and resource requirements for the successful completion of each project to agreed terms of reference. • Prepare and maintain project and quality plans and tracks activities against the plan, provide regular and accurate reports. • Monitor costs, timescales and resources used. Take action where these deviate from agreed tolerances. Ensure that delivered systems are implemented within these criteria. • Manage the change control procedure gaining agreement for revisions to the project from project sponsors. • Provide effective leadership for the project team ensuring that team members are motivated and constantly developing their Skills and experience. • Manage all project stakeholders through a structured communication plan, stakeholder mapping, and regular status reporting aligned to governance cadence. • Development of front-end website architecture. • Design of user interactions on web pages. • Development of back-end website applications. • Implement core business logic. • Apply data and security best practices: input validation, authentication/authorization, secure storage, compliant logging and monitoring. • Ensure web applications are optimized for performance and functionality across different browsers and devices. • Design responsive applications. • Design and develop APIs. • Participating in the design and creation of scalable software. • Maintenance of code integrity and organisation. • Writing clean, functional code on the front- and back-end. • Compile and analyse data, processes, and codes to troubleshoot problems and identify areas for improvement. • Perform unit/integration testing, debug, fix, and validate code changes. • Deliver solutions that fulfil functional and non-functional requirements and align with user expectations. • Write technical documentation. • Develop and maintain features across the entire stack, from designing user interfaces and consuming APIs to implementing server-side business logic and database interactions. • Deploy and manage applications on cloud platforms using CI/CD pipelines and containerization technologies. • Bridge the gap between front-end and back-end developers, facilitating communication and ensuring cohesive integration of all system components. • Lead a development team (5–10 members) in an Agile/Scrum environment. • Perform code reviews, mentoring, and technical onboarding. • Collaborate with QA teams to ensure test coverage • Participate in requirements refinement and effort estimation. SPECIFIC EXPERTISE AND TECHNOLOGIES: • Experience in managing projects. • Knowledge of recognized project management methodologies, such as PRINCE2, PMBOK, and Agile frameworks. • Expertise in planning and financial practices such as project scheduling, strategic planning, budgeting, forecasting, financial modelling, and performance tracking. • Excellent knowledge of Agile methodology, Scrum Management, Lean agile. • Experience with project management software such as JIRA and Microsoft Project. • Experience with collaboration platforms such as Confluence and SharePoint. • Experience in facilitation of meetings. • Practical knowledge of reporting methods. • Proficiency in Java back-end stacks, experience with Spring Boot, Hibernate, and REST API development • Proficiency with fundamental front-end languages such as JavaScript, HTML and CSS. • Proficiency in working with both relational (e.g., PostgreSQL, Oracle, PL/SQL) including schema design and query optimization • Proficiency with Weblogic application server, JEE and EJB • Experience of cloud services (e.g., AWS, Azure) and experience with deploying and managing applications in a cloud environment. • Experience in designing, building, and securing RESTful APIs and web services, including OpenAPI/Swagger documentation. • Experience of authentication and authorization protocols and standards (e.g., OAuth 2.0, OpenID Connect, JWT) • Knowledge of front-end frameworks/libraries (Angular, React) • Experience with build tools and CI/CD pipelines tools like Maven, GitLab, Bamboo, Jenkins, Nexus. • Experience with ALM tools like Jira, Git, Bitbucket, and wikis • Experience of containerization and orchestration technologies (e.g., Docker, Kubernetes) for developing and deploying applications • Experience of service-oriented architectures (SOA) and Service buses • Experience of project methodologies and best practices (e.g., Agile, Scrum…) • Experience in unit-testing and integration testing tools (e.g., Junit, Mockito) • Experience with automated code analysis tools (e.g., SonarQube) • Experience of AI applied to coding (e.g. Amazon Q, Kiro.) • Knowledge of public grants management processes is a strong asset • Knowledge of system analysis and project management is an asset • Knowledge of micro-service solutions is an asset SKILLS: • Ability to plan, execute, and control projects by managing scope, schedule, budget, risks, and stakeholders with recognized methods. • Skills in presenting status, risks, and decisions clearly to varied type of stakeholders. • Ability to apply high quality standards to all tasks. • Ability to work in an international/multi-cultural environment, rapid self-starting capability and experience in working in a team, unders
